Selling Cigarettes to a Minor

Is there a problem with selling electronic cigarettes to minors who already smoke? Since it does not cause harm, because they will obtain them one way or another, and this way one can make a profit.

Although this does not involve the prohibition of “lifnei iver” when they can obtain it another way, it is forbidden to assist those who commit a transgression.
In addition, it is prohibited by law.
