Paying for an aliyah to the Torah from maaser money

Is it permitted to pay for aliyot to the Torah (tzedakah/maaser kesafim) from maaser kesafim funds?

Answer

Shalom and blessings, 

If, from the outset, when he bought the aliyah, he intended to pay from maaser funds, it is permitted. 

If he did not have this intention from the outset, it is forbidden.
