Calculating Tzedakah When Receiving a Gift Voucher

There is a charitable organization that, if one gives it a donation of 1,500 NIS, provides a voucher for one night in a vacation cabin or hotel worth 1,000 NIS.
It should be noted that they do not receive the vouchers as a gift or the like; rather, they purchase them at a discounted price, since they buy a large quantity of vouchers.
My question is whether the above amount (1,500) may be donated from maaser funds, even though a large part of it is used to purchase the voucher.

Our teacher Rabbi Amram Fried shlita ruled that this is calculated as a donation of 1,500 NIS.
