Calculation of Unemployment Benefits

Question

I work in a day care center under the TAMAT system.
In March, I received my regular salary without a payslip, as a type of loan, because it was during the wartime period. In April, for the days when we did not work, I did not receive payment. Now I have submitted a claim to Bituach Leumi, because I need to return 70% of the March payment, and I am not eligible for unemployment benefits since all the days were already used during a period of unemployment when I moved.
Does it make sense that I have to return 70% of March’s payment, when in April I already lost payment, including for the entire Pesach holiday, which is in any case vacation time?
